I am asking around to various teams to see if they can explain what is going on in your cases there. I ran WinDbg, and attached the executable tried Visual Studio , and Eclipse IDE I am experiencing the same behavoir as described earlier and which was shown in the small clip I made. It is a known issue for WinDbg to exhibit the drawing issues similar to the others you mentioned.
Perform the same types of activities using WinDbg on its own, without bothering to actually do any debugging, just resizing it in the same manner as you do the others. If it is showing identical behavior as the others then I have a big head-start finding answers to this.
There's a number of factors involved, but one of them, XOR-ing the box outline pixel in the DWM compositing environment is the problem to some extent and the program's developers need to address the issue at their end.
Another way to test this, I'm pretty sure, is to disable desktop compositing and see if the problem still exists. I'm still trying to find someone to chime in here that has a much better grasp of the elements at play here that can give a definitive answer to these questions.

Whenever restart the machine, I see all the BIOS stuff and the windows boot message, once it comes to the Windows Login screen, it freezes.
I cannot use my keyboard nor mouse. During boot, I made sure the keyboard works and it did. The monitor blinks on and off meaning there is no video post to the LCD. I don't know if that means anything regarding the drawing window screens, something is clearly messed up with my system and I am trying to figure out what So I applied System Restore to 2 days ago, and after 15 minutes, my computer started working again. The Drawing Window Screen annoyance is still there.
Have you tried a different video card perhaps something less "cutting edge"? Your issues sound like display issues. Try a low end card with certified drivers and try to reproduce the results. Also, have you posted to the nVidia forums where others also struggle with the GX8x series?
Doesn't make sense since I can connect through Remote Desktop, where it does not use the physical video card, it uses the emulated desktop, and still I could see those improper windows being drawn. I believe I didnt' have this issue when running 32bit Vista. My biggest problem is doing my daily work, I love programming, I do that as a hobby, and all my programming tools have this issue, so I cannot use Windows Vista to program. The only reason why I am using Windows Vista is to help improve it by filling bug reports plus I am a Microsoft Student Partner therefore I have to answer questions regarding this product.
Same here on x64 Ultimate though I am using different software though very much the same issues. If any of the team or people following this thread are on the Beta Connect you can check this bug I filed 2 days ago.
